That is the collector-facing catch in PSA's September 22 backlog update. Standard gives submitters a lower direct price than the renamed $79.99 Priority tier, but it does not reopen Value Bulk, Value, Value Plus or Value Max. PSA says those older Value and Bulk orders keep priority over new Standard orders.
For collectors holding raw Pokemon hits, Bowman Chrome prospects, break pulls, or modern inserts, the update makes the grading decision more specific: is the card worth $59.99 plus the wait, or is it better held raw until cheaper Value lanes reopen?
Standard opened, but Value did not come back
PSA announced Standard on September 9 and opened the tier Monday, September 14. The service costs $59.99 per card, has a $1,000 maximum insured value, and carries a 90 to 100 business-day estimated turnaround.
PSA framed Standard as a first step after its Value-tier pause, not a replacement for Value. The company said Standard orders will be processed after existing Value and Bulk orders, and the September 22 backlog tracker repeated that incoming Standard orders are queued behind active Value and Bulk submissions from before the pause.
That distinction matters more than the price cut. Standard saves $20 versus Priority, but the estimate is slower: Priority is listed at $79.99 with a 70 to 80 business-day turnaround and a $1,500 maximum insured value. Express is $199 with a 20 to 30 business-day estimate, while Premier is $599 with a 7 to 10 business-day estimate.
The backlog is falling, but the Value target is still distant
PSA's public backlog tracker listed about 9 million active global units on September 22. That is down from 9.9 million on September 8, 10.9 million on August 25, 11.85 million on August 11, and 12.4 million on July 28.
The direction is better for collectors, but the target for reopening Value tiers is still far lower. When PSA paused Value Bulk, Value, Value Plus and Value Max in June, it said the pause was tied to bringing the active backlog down toward 5 million units.
That makes Standard a bridge lane. It gives collectors a cheaper direct PSA path than Priority while PSA keeps the lowest-priced lanes closed and watches whether demand spikes again.
The grading math changed for modern pulls
A $59.99 submission can make sense for the right card. It is harder to justify for cards that only work if they gem.
Before submitting through Standard, collectors should compare the raw sale price, recent PSA 9 sales, recent PSA 10 sales, shipping, selling fees, declared-value limits, likely grade, and the time the card will be out of hand. A current-market catalyst can cool before a 90 to 100 business-day order comes back.
That timing matters for fresh Pokemon pulls, NFL rookies, Bowman Chrome prospects, and break hits. If the card is a long-term PC slab, slower timing may be fine. If the plan depends on release-week heat or a short performance window, paying more for speed or selling raw may be cleaner.
Europe gets a separate access change
The same PSA announcement opened a different lane for European collectors. PSA said collectors across the European Union could submit directly for local grading through its Frankfurt facility starting Tuesday, September 15 at 12:01 a.m. Central European Time.
PSA says Frankfurt offers globally available service levels across cards, autographed cards, tickets and packs. For European submitters, local grading can reduce shipping time, cost, customs friction and the risk tied to sending cards across borders.
PSA tied both Standard and the Frankfurt opening to its $200 million infrastructure investment. The company said the investment supports facilities, logistics, technology and people, and that global production is 40% higher than last year.
What collectors should check before submitting
Start with the card, not the PSA menu. Standard is now open, but Value remains paused and older Value and Bulk submissions still sit ahead of new Standard orders.
For cards under the $1,000 insured-value ceiling, the decision comes down to margin and timing. A scarce vintage card, a higher-end raw card, or a PC card that benefits from authentication may fit Standard. A stack of $20 to $100 modern cards probably needs cheaper grading or a much clearer path to a PSA 10 premium.
Also check whether the card would be better compared against already graded copies. In some cases, buying the slab directly will be simpler than paying the grading fee, waiting months, and taking the grade risk yourself.
